Innumeracy -- yours -- suggests that "two thirds" of any population can't afford a car, as in when the family is a single mother with two minor children. As is the case with Britain's now-deposed Deputy Prime Minister, who is not poor by any means except that she' s out of a cushy political job.Family of single mother and three minor children has one vehicle. Percentage 25% per capita. (1/4) That is one-quarter.
Family of two adults and two minors has two vehicles. Percentage 50% on a per capita basis. (2/4 or 1/2) That is one-half.
