--- "Two thirds of Russians can't afford a car. Lol!"

And yet do you make me chuckle. but not "laugh out loud" as is your wont.

Simple math:

Family of single mother and three minor children has one vehicle. Percentage 25% per capita. (1/4) That is one-quarter.

Family of two adults and two minors has two vehicles. Percentage 50% on a per capita basis. (2/4 or 1/2) That is one-half.

From the source: "Russia -- 364 per 1,000 vehicles", or about 1/3, suggesting as an example two parents with one child own one car.

From the same source: "Ukraine -- 237 per 1,000 vehicles", or about 1/4, suggesting a two parents with two children own one car.

Innumeracy -- yours -- suggests that "two thirds" of any population can't afford a car, as in when the family is a single mother with two minor children. As is the case with Britain's now-deposed Deputy Prime Minister, who is not poor by any means except that she' s out of a cushy political job.

My bride and I have two vehicles. One hundred percent. Yeah. Our lovely neighbor, a single mother with one child, has one vehicle. Fifty percent. Down the street, a married couple with four minor children ( the tiny one is adorable ) and two vehicles comes out to be the "poorest" by the LOL calculation of Маркус. One-third. Like the Russians....

Innumeracy seems quite a fine skill these days, and you are quite good at it. /sarc

And the other third prefer a car to an indoor toilet. In Russian countryside villages you will often see a car parked by a house with an outhouse out back.
