I would imagine the hotline call center already exists.

What they are doing is simply publishing the phone number and directing it to the queue in the call center. You can customize the message the caller gets when they call in. If you call in on number A, you get the “Hotline” welcome message. If you call in on number LGBT number you get the “rainbow message.”

Then the call is dumped into the same queue with everyone else.

This whole thing would take about five minutes to set up.

It means nothing in reality.
