Susan Rice, National Security Adviser, requested the unmasking of General Mike Flynn, after the British Embassy sent both Rice and General Flynn a letter advising them that former British Secret Service agent, Christopher Steele, was not trustworthy. Receipt of the letter would have signalled to Flynn, soon to be Trump's NSA Director, that Obama's administration was using Christopher Steele as a source. Once he became NSA Director, Flynn would be able to find out that Christopher Steele's dossier was the basis for Hurricane Crossfire investigations of President Trump and his campaign, associates etc. Flynn would discover that Steele's dossier was part of the justification for the FISA authorizing the FISA warrants, and that he himself was the subject of an approved FISA warrant (Flynn was being surveilled).

Reviewing the list, it seemed notable that Flynn’s calls were unmasked nearly 50 times by 39 officials associated with the Crossfire Hurricane investigation.

One question that lingers is what is going on in the diplomatic service. Ambassadors were unmasking General Flynn. If you listen to George Papadopoulos, most of his contacts were made through our embassy and those of our allies. It was the British Embassy that wrote to Flynn and Rice. One might wonder how they were even aware of the activities of a former British spy that was working as a private contractor.

Loretta Lynch along with DAG/FBI/National Security Division Head used Russian lawyer Natalia Veselnitkskaya's planted social contact with Paul Manafort, along with Steele dossier content, as an excuse to obtain a FISA warrant for Manafort and investigated him. Then Mueller prosecuted Manafort (convicted of financial crimes).
The same DOJ staff obtained a FISA warrant for Papadopoulus, and investigated/prosecuted him (convicted of lying about his Russian contacts). They obtained a FISA warrant on Carter Page and investigated him (no conviction). The DOJ obtained a FISA warrant on General Michael Flynn and investigated/prosecuted him (no conviction).
This 'leap-frog' tactic was designed to encircle the DOJ's real target(s) (e.g., Trump campaign, Trump, supporters etc.) and collect communications which are private (supposed to be screened out of FISA surveillance). Support for this effort included UK intel; access to FISA data - upstream data collection and tangential contacts (umbrella survey); foreign target designators (e.g., foreign 'outside contractors' given 702 access indefinitely by the FBI).
UK assistance was used to navigate around barriers normally in place regarding FISA survellance. Such 'assistance' included a spy insert, an additional non-FISA warrant and a (classified) spec ops warrant (requested by CIA Director John Brennan).

Then I realized his statement gives him cover - he didn't 'know' or expect McCabe to have it all under control (i.e., I wasn't in on any planning meetings - this was a surprise to me) and it gives McCabe cover (e.g., the reason McCabe didn't miss a beat and instead launched all these efforts supporting Rosensteins plan is that he outdid himself this time- he didn't know in advance.)

At that meeting, they discussed what to do when Trump fired Comey - it was only a matter of time once Trump took office. It's logical for McCabe to be there because he would at that point abruptly be taking over the FBI enacting Obama's plans.
They created multiple plans before each went back home to fully polish their plans and tell the rest of the traitors. When Comey was fired they already had a plan.

McCabe doesn't have to be there because Comey is going to develop the plan ahead of time and teach McCabe what to do when Comey is fired. That's why McCabe is 'squared away' despite the 'shocking' departure of McCabe. I see him as a fixer or follower and Comey as an aircraft carrier.
Since I don't think McCabe attended, I don't believe Peter STrzok attended - he's junior to McCabe and follows orders - not top management.
Yates is not senior and can be instructed by Lynch. She handles things for Barry but in delegation, it seems. I think the 7 had to contribute executive plans.

I had been thinking the plans made by the 7 on Election night 2016 were enacted in a separate effort in 2017, after Comey's firing, per the original plan (e.g., if we lose Comey we have to go nuclear) which would not necessarily require the same people.
