Not “known”, but with sufficient computing power and data a pretty damn high probability set could have been generated that would have had within it a time frame, a subgroup of possible perps, a target pool and setting.
There is actually a company offering a service like this for educational institutions. The ability to “pre-crime” people amongst subgroups exists in the available sphere now. I can’t imagine a situation where the government does not have a “leg up” on existing technology.
The technology is disturbing too, it can be focused on ideas, possessions, locale, etc… A variety of reasons exist to not clue the general public into any given result. You could warn or work on mitigating circumstances to possible targets, but that’s going to open a big can of worms if it’s a regular occurrence. Did it work/not work? Was the prediction withheld purposefully? Was a perpetrator groomed/trained to create/live an out of scope existence?
The field is a rabbit warren of hole to go down…

We all can imagine this technology, this technique being used to find real criminals before they commit the crime. But who gets to decide what is a crime and what is not? We all are witness to the left creating crimes out of words that they don't like, and it isn't a stretch to see them making it a crime to vote for a conservative.
It also flies in the face of "innocent until proven guilty beyond a reasonable doubt, by a jury of ones' peers".
