That looks like a Quicksink not a Tomahawk, which can be used but a Harpoon or LRASM (Long Range Anti-Ship Missile would be cheaper and any target on the water around Venezuela wouldn’t need a Tomahawk range.
Can’t guess from here what the Carribean Destroyers might have in their quivers but that target boat isn’t big enough to warrant a torpedoe. The white water in the foreground suggests a Harpoon sized hit right near the keel. The dark smoke in the background suggests a hit on the fuel tank. Usually I’d suppose a weapons stash but a drug runner wouldn’t have a need for something that would make that much smoke. And the Venzuelas are proud of the dirty Lake Maracaibo oil.
