If they get 30% of the customers to buy alcohol with their special at Chili’s, it’s a winner for them.
The "specials" include a soft drink, which discourages alcohol purchases.I'm thinking they are trying hard not to be forgotten, and will tread water until the herd gets thinned out a bit.

They have upgrade options on the special for drinks like a margarita or beer at Chili’s It’s my belief they are achieving their goal by looking at the activity of those sitting at the bar that get the “special”
