I was a probation officer for 45 years. Each year I filled out a census report on court statistics. We were often had to hand count the crimes and sentences. When the numbers were exactly known, I could give an estimate with notation. The census approved it. That is how the crime statistics are fudged. Once, a citizen reported someone littering from a car. Turned out it was bank robbers throwing out the money bands. The police were at their house when they arrived home. We don’t put up with shit in small towns.
