Child looks like it has significant handicaps. Thirtya and forty years ago parents could leave a child like tht with the state and the state would institutionalize it. Not the best solution however it was a better option to the neglect and deaths that happened often enough to justify opening up the institutions.

So true, I live in a mountain town that gets a lot of tourists and am often asked for directions. When I tell someone who just drove up from the south that they need to continue north to their destination, they get a confused look on their face and ask me "which way is that?"
