You're conflating going back to "the horse and buggy days" with using common sense to reduce vote fraud.
The best way to guard against vote fraud is to use paper ballots cast in person only, no mail in voting (except for a small number of justified absentee ballots), voter ID, and a restricted time window to cast ballots (not having an "election season.")
