So. Zelensky doesn't have the authority to end the war (so why was he in DC?), but because there is a war, there can't be an election, therefore keeping in place the person who doesn't have the authority to end the war.
The Church Lady might say "that's convenient".

The statement that he is forbidden to hold elections in wartime, is 100% incorrect.
There is no such law.
Zelensky declared martial law on February 24, 2022, knowing Ukraine's constitution mandates that elections cannot go ahead until any declaration of martial law is lifted.
The duration of martial law and general mobilization in Ukraine has to be extended every 90 days.
Zelensky's regime has voted and he has signed a martial law extension 16 times already.
IOW, if he would let the martial law and general mobilization extension expire, elections could be held.
He is trying to avoid any elections, because he knows, he would be ousted by a large majority of voters!
He simply denies the Ukrainian people the elections they want and deserve.

Why did he go to DC? Well, we heard him say after serious negotiations earlier that he would carry the message back. Please correct me anyone. I am asking if someone knows HOW he might actually end the war, Can he sign something, a paper that ends the war; is there some way to do this even though Russians are still on Ukrainian soil? Parliament has not given Zelensky that kind of authority, or have they? The OP says that people want a negotiated end. Did anybody ask them if those negotiations are supposed to involve the Russians staying? Any engagement and input is appreciated.
