If any amount of Cs-137 was in the discharges from Fukushima the Chinese would have had a news blast about it the next day.Unless the ChiComs thought that they could blackmail the Japanese government with the info.

Unless the ChiComs thought that they could blackmail the Japanese government with the info. It is unlikely that they would try blackmail.
If the Chinese tried blackmail the Japanese would simply verify do their own testing and then make their own announcement.
Then make a plan to clean up the source and announce the plan.
It works more to the Chinese benefit to expose the Japanese failure to control the waste.
