They have already been codified into Russian Constitutional law by Duma vote. The Russian people will not allow them to be surrendered….the Russian Donbass is Russian, has been for centuries, and will remain so.

That would be Crimea. Now he can give Donetsk, Luhansk, Kherson, and Zaporizhzhia back which all have ethnic Ukrainian majorities.
