It’s not a civil war.

Citizens are at war with the State, not each other.

It would be a rebellion if it fails.

A revolution if successful.

Note the UK: If you successfully rebel against your Deep State, the first thing you will need this time around is a formal, written constitution.

I think our constitution has too much freedom in it for the Brits.

Hopefully the internal wars of the future will target the order-givers and policy-makers rather than those who simply follow the orders. I think it would be both more effective and more economical.
