The target market is those already seriously at risk.
I have a big problem with the whole situation, but not with them getting tested.

I have a big problem with the whole situation, but not with them getting tested. Oh, we’re of the same mind on that. But I can’t believe that this org isn’t somehow getting government subsidies, taxpayer funding.
If certain segments of the population want to live highly-risky sexual lives, they’ll have to fund it themselves.
