Entrapment is the correct term.

I don't have any problem with the police treading very close to the line when "entrapping" potential criminals.

But catcalling should not be a crime.

However, unnecessarily honking one's horn might be considered a violation of traffic ordinances.

Agreed. “Horning in” should not always equal noise pollution
or unsafe distractions from driving.
