I don't think there is undeveloped hydro power. Hydro already provides 21% of power in New York, most generated near Niagra falls like Robert Moses Niagara Power Plant in Lewiston, New York with a capacity Capacity of 2,525 MW. Other hydro plants in New York are:

Schoellkopf Power Station, Niagara Falls, 337.4 MW

Adams Power Plant, Niagara Falls, 78MW

Black River Hydroelectric, Glen Park, 32.6 MW

Fourth Branch Hydroelectric, Waterford, 3.3 MW

NYS Dam, Waterford, 11.4 MW
