Not quite. At Walmart (here in the Midwest) the registers are programmed with allowed foods - the benefits work on allowed items but will leave a remaining balance for items not allowed. Of course that doesn’t stop the thieves.

I’m not on these programs but I have seen the disallowed food items not be paid.

I believe it’s the same at all of the grocery stores in my area.

all stores that accept EBT cards do that,

when you swipe your EBT care and input your pin number

a food or cash prompt is shown on the POS terminal
you choose for food.

how do i know, cause as a senior on SS i get a whole 23.00 month food stamps.. weee

do i buy items that are not EBT payable, nope.
I have gotten diet soda.. but then I am 70 and will do what ever the hell i want to. OH and yes i pay cash for my grocers at the beginning of the month around 250.00 for the entire month.
