Has it dawned on you that he might have been privy to secured intel on this subject and is speaking for the Administration?
I am not suggesting what this intel is. It might be China, Russia, Iran...or something completely unknown. But consider that even Trump has said, "There's something our top Navy pilots have encountered that is beyond our capabilities."

Well, does JD need to hint around that he might be a lunatic? He should wait until there’s actual substantive evidence before he commits anything. That’s what an astute person who may run for high office would do.
