To be fair, the Israelis (Mossad) did as well.

Yes, Mossad hired Otto Skorzeny to spy on German "scientists" that Egypt's Nasser had hired to build long-range missiles to use against Israel. But I bet Mossad knew what each and every Nazi they hired was up to, and who their friends were. Not so the CIA.

The CIA had no freaking clue who was getting U.S. tax dollars through their Nazi-run spy networks. Before hiring Hitler's spy chief Reinhard Gehlen, they demanded the names of all the people he had in his organization. He refused, but they hired him anyway. They had also initially outlawed the hiring of SS, S.A., and former German police, but in the end, that's all they ended up with, because they had no control, or knowledge who was being hired down the line.

The CIA also hired Klaus "The Butcher of Lyon" Barbie. Moved him and his family from Germany to South America, and lied to French officials, claiming they had no idea where he was. By the time the CIA dropped Barbie because the Klarsfeld's (Nazi Hunters) were on to his whereabouts, the death penalty had been banned in France, and when he was finally turned over, he spent the rest of his life in prison, when he should have been swinging at the end of a rope a lot earlier.

The CIA has been out of control since its inception, and The CIA Act of 1949 made them unaccountable to anyone. And by the time Congressional Bills limiting their activities were passed, the agency was already too far gone for any of their Acts to have any real effect on their behavior. They just found new ways to hide it.
