Her panicked father had been watching his daughter and called his wife, who was shopping at the JCPenney nearby.

I don't quite get this part...

Dad was watching his daughter, the kid gets abducted, and he calls his wife???

What am I missing here?? He calls his WIFE??

How about you go and confront the man who just stole your child?? Maybe call for a police backup to clean up after you've "convinced " the person, the person who JUST ABDUCTED YOUR OWN FLESH AND BLOOD, to return your child.....

I don't get this...

The Dad was calling his wife , because he thought maybe the little girl had gone into Penny’s store, and was now safe shopping with her Mom . It only proves that he wasn’t watching her too closely. 3 year old kids can move around very quickly, and very quietly, since they are so small.

Modern journalism requires guesswork. I’m going with: Daddy wasn’t “watching” the child worth beans, and didn’t witness the abduction. When he got done with whatever he was up to and noticed his daughter wasn’t in the play area, he called the wife to ask “is she with you?”. That might have been a good choice, since if he stayed on the phone for ten minutes reporting it to mall security or the police, his wife might not have spotted the kidnapper.
