The two compared materials serve different purposes (construction versus aesthetics). However, if the basement had a submarine pen of some kind, then it was a damp environment which required construction resistant to water. I looked up 'hardened sheetrock' and it's used for damp environments. 'Next to a river' but it reads like they didn't replace the wall nearest the river with protective suface and hardened sheetrock.
Water protection (sealant) on the flooring of a basement built over water would make more sense than putting expensive hardened sheet rock and protective materials on the ceiling of the basement, unless the basement was functioning as a submarine pen.
