I just pulled up the instructions for the newer version of that watch - the second hand on the main dial is part of the chronograph function. The seconds hand that is associated with the actual time is the smaller dial on the bottom. It appears that the time is 4:49:30 if it’s pointing straight down at 30.
Incidentally, one of my watches has the same configuration, with the seconds hand being on a small dial like that.
The small dial at the tip is part of the chronograph function also, and has an hour and minute hand.
It’s possible that the image is from the afternoon, which in military time would be 16:49:30. It’s also possible that the time on the clock is irrelevant and that something else in that photo, like a reflection perhaps, is the important thing. I’d need to see a larger, high resolution image of it.
