I cannot wait for this EO. Predictably, a whole dogpile of Dem governors and AGs are going to (1) raise hell in the media - focusing attention and (2) sue to stop him.

But when they do, it will open up discovery. The good guys will then proceed to enter into evidence irrefutable proof of gross cheating, some of it with foreign interference. Much will be from high level declassified documents (they will do whatever declas they must because this threat is existential). IMHO, this is the true "trump card" - and boy, is it gonna be a winner. After all, that's how evidence is introduced.
