Forgive me for not knowing where I saw it (was in on thread?) but someone posted a break down of technicalities about extradition which made me think Austria intentionally hamstrung its extradition policy quietly. Special rules - crime has to be illegal in both countries, political crimes not treated the same etc.
Austria - You would have contacts, and a pipeline to get exfiltrated to main Islamic power in the region... Turkey
Otherwise I’d lean toward him going to ground in the U.S.
The only reason the U.S. wouldn’t be a good place for a bad guy to “go to ground” is if they couldn’t keep their mouth shut (and that IS a task of high order when it comes to politician/bureaucrat scumbags.
