To be fair & clear, I do not believe all blacks merit such attention. I've known and experienced both types, no different than those among my own race.
In this case - no different than white power trippers - you can usually spot them in short order.
'Special' idiots such as this one are a danger to public safety and confidence in governance, which brings up the key point:
Who the hell both promoted him, ignored complaints (spurring the feds getting involved) and let this idiot keep his job? The feds should also be looking into THAT.
