Yeah, so if they haven’t been indicted by a grand jury yet, Ratcliffe is merely hypothesizing and doesn’t really know what he’s talking about. If they HAVE been indicted by a secret grand jury, Ratcliffe is out of line disclosing that. Either way, Ratcliffe should keep his mouth shut. I’m GUESSING that Ratcliffe sees some part of the process of a grand jury indictment taking place.
If a grand jury is convened, anyone who is summoned to testify can run to the press and say that they were forced to testify, just not about what. (My late wife was summoned to testify before a grand jury about Medicare fraud, over fifty years ago. She was blameless, and knew nothing, but brought a lawyer along.)
