A whites-only community would never receive federal and state grants, but would barely be permitted to exist.
Think of it as a mini-Israel. The people who want to dedicate their life in studying the Torah in Israel are also the biggest welfare recipients, because their jobs are supposed to give guidance to the community, from the Torah, for a blessing to the entire community.
