Practically speaking, no. Very, very difficult to strip even natural born US citizens convicted of treason of their citizenship - and Rosie O'Donnell has not been charged with anything, let alone convicted of anything.

It’s impossible.

Now, if the argument is, that such a person gave up their U.S. citizenship by becoming a citizen of another sovereign state, then maybe yes, the U.S. may have a leg to stand on. Absent that, though, we are stuck with the individual as a fellow citizen.

Exile might be an option, though!
