You are overgeneralizing.
Bondi said there were 250 separate victims. The Justice Department said there were 1000 separate victims.
Whatever the number is—it is a big number.
Presumably the DOJ would choose to proceed on just the best cases with the best evidence—obviously a small percentage of those.
In any event this is all moot.

Like the E.Jean Carrol case? If nobody is held to account, they will do it again. The political ruling class has had a good 15 year run of absolute unaccountabilities on many, many, many, corrupt operations.
