My question is why did the county allow residential homes, cabins, and camp grounds to be built in a flash flood plane. They knew perfectly well how high and violent the Quadalupe river can get because of the flash flood of 1987.
They could have picnic grounds, concession stands, boat ramps but no overnight camping or residents

If you live in an unincorporated area like this seems to be, there may not be any restrictions. If restrictions are put in place, existing dwellings are likely to be grandfathered in.
