In the article, they show the cat and two dogs (apparently from security cameras it looks) before the attack, and you can see one of these people off to the side:

I do fault the owners of the cat for letting it run free.

But that is a different kind of stupidity and sickness from the likes of people who cheer on the breed, the fact that they were set deliberately onto another animal to cruelly maul and kill it.
