Once the ‘victim’ gets a green card can that person then sponsor their alleged ‘abuser’ for a green card also?

The alleged abusers are USA citizens - almost always men.

Yes, but that version takes forever as that category of oversubscribed in most countries and the waiting list is past the moon. Much easier to naturalize and apply as a US citizen, as that category gets a priority.
