According to this and other reports, Russia is a paper tiger.

But according to most in the EU/NATO, it is a huge threat.

Which is it?

Both could be kind of true just like Iran. Russia has nuclear weapons and Iran wants them. Just because Russia and perhaps Iran later could give nuclear weapons to a proxy and have that proxy detonate in enemy territory means they are dangerous. I don’t think Russia could handle two Ukraine size wars at the same time. Russia is having so much trouble that they needed North Korean troops to help them attack Ukraine. If they didn’t have nuclear weapons, Russia isn’t really a superpower in a military sense.
