The misfits will have no fines within Chicago but outside jurisdictions can fine them for infractions in those jurisdictions.

This further restricts them to living in the open air prison / insane asylum / reservation of Chicago and unable to drive anywhere else.

We don't know - if you can afford a car, plates, stickers, insurance and gas, then you can afford to either obey the f#$%ing law or pay the fines that go along with breaking the law.

Similarly, if they can afford sneakers that cost hundreds of dollars and a home entertainment system, they can certainly afford food for themselves and their kids and don't need SNAP.

Or just take the damn bus.

Don't give them any ideas. Many cities are giving welfare recipients and homeless people free bus passes, giving them yet one more place to loiter and another (literal) free ride.
