Additionally, if they're in danger of losing their housing because they constantly drive like assholes, maybe they can just live in their car to save money.

What a conundrum, crime is becoming ing legal while law abiding is becoming against the law, but if law abiding is against the law, wouldn’t that mean that it is legal?
I can’t follow along.

Ah! Discrimination! You have to love it. Chicago leads the way. It always has when it comes to corruption.

And apparently you don’t need any driving skills, and if you drink and drive and kill someone, well, whatever.

Let’s get real. If the poor are exempted then only the Middle Class will pay.
The Rich and the Well connected never have.

The misfits will have no fines within Chicago but outside jurisdictions can fine them for infractions in those jurisdictions.
This further restricts them to living in the open air prison / insane asylum / reservation of Chicago and unable to drive anywhere else.
It's like allowing prisoners to drive golf carts on the prison grounds, or how current Native Americans drive around reservations with cars missing parts, including windshields.

Heck, give them free cars. No need to take a driving test either. Forgive registration and insurance requirements too. Might as well fed-ex the poor some gummies, so they won't have to smoke while driving either. Better yet, a chauffeur in every apartment.
and the glassy eyed zombies turn off The View for a minute, while the nice, blue haired government woman fills out an absentee ballot for them.

We don't know - if you can afford a car, plates, stickers, insurance and gas, then you can afford to either obey the f#$%ing law or pay the fines that go along with breaking the law. Similarly, if they can afford sneakers that cost hundreds of dollars and a home entertainment system, they can certainly afford food for themselves and their kids and don't need SNAP.
Or just take the damn bus.
Don't give them any ideas. Many cities are giving welfare recipients and homeless people free bus passes, giving them yet one more place to loiter and another (literal) free ride.
To: DUMBGRUNT
This is how a city becomes a s___thole. It happened in New York City before Giuliani came in and reversed the policy. I guess we’re going to have to learn the same lesson over again.

Or maybe lowering the fees for everybody. Some of the traffic fees are just plain extortion all over the country.
