Exactly. The IAEA could look at everything except what really counted. This reminds me of the Clinton administration when documents were subpoenaed about the Chinese funny money scandal. Clinton would send over 30,000 documents… Everything except what contained the information that was being sought.
Construction crews are traditionally well motivated by timely pay.
Whether there is a feasible end-state at the construction site? That is not necessarily a crucial question. As long as the paychecks keep rolling in.

i count less than a dozen vehicles in that photo ... not much of a “rebuilding” force for a blowed up multi-billion dollar nuke facility ... one thing about it, though, should an actual effort be made to rebuild it, it’ll be obvious from surveillance and we’ll know when it needs to be blown up again ...
Understanding the liberal post, there is no way of knowing when the photo was taken. Don’t trust anything the post publishes.

This article puts me in mind of the Radon Girls of the 1920’s, who painted the face of clocks, so they would glow in the dark. After working there for some time, when the girls went home at dark they also glowed. After their deaths they were buried in lead coffins so as not to contaminate the soil.
