The underclass all receive SNAP for food, EBT for expenses, Section 8 for housing, and Medicaid for medical needs (and I'm sure there's a whole slew of other government gibmees that we don't even know about, but they all do).
Kids to them cost practically nothing. It's dysgenics in action. The productive class can't afford to reproduce. The bottom rungs have litters of children.
