That they're saying they've overreacted to the "manosphere" IMHO means they realized that the political winds are shifting. Shifting to what? To the end of sexual bigotry against men? Or to a new world of Muslim male dominance in the UK?

Ofcom is attempt to backtrack and downplay their efforts because they triggered the Streisand Effect¹ and brought more attention to men walking away.

Once young men have the scales removed from their eyes, there's no unseeing it and they're not going back.
