What is a CDD?
A CDD is basically a bond for use by the developer for maintenance and improvement of many community features and services. The really bad ones are the ones which the developer agrees to take on expenses normally covered by the county in incorporated areas, such as street lighting, sewage, road paving, electrical mains, telephone etc. It’s done to to fast track county approval of the development. Which usually occurs in new, outlying areas.
CDDs usually have gotchas like “oh, the county just informed us the [cheap] wire we used to hook homes up to the grid is not up to code and needs to be replaced. CDD will cover the expense and assess $5700 to each property to cover it over 20 years. It’s an open-ended right to ‘upgrade’ community features and facilities and attach the costs onto the community’s bond everyone has to pay.
