I met a guy that takes in rescue beagles. He has an older beagle (was a lab dog) as a pet to help teach the new dogs. He said most of the beagles are a huge mess due to their life in the lab, and it takes a lot of work to get them half-way normal.
We got a rescue mutt from a shelter - he was only 4 months old or so. We got him inside the house and he just stood there. Bewildered by the set of stairs that faced him! We actually had to move his feet with our hands to get him to go up them the first time. I guess if most of your life is spent in a crate and a concrete floor you wouldn’t know what to do.
