No need to blackpill. But the House already did this. It didn't go as far as we wanted, but the language is in the bill that was sent to the Senate. I agree with you that this will face headwinds in the Senate, and will certainly die if we can't manage to let the "good" senators know that the base wants the HPA, and that the bill they currently have is the minimum that we'll accept. It's not enough, and we'll be back for the SBR and SBS, but they really need to do the right thing on this.
