Tell that to the Blackwater men sent to prison for the shootings at Nisour Square. There was no Status of Forces agreement. The US government sent the FBI into Iraq with zero legal jurisdiction, and prosecuted those men in the DC District despite them violating zero US laws.
But DOJ decided it had jurisdiction.
That was another prime example of serious overreach waaaay outside their lane by the demo-commies that still infest the federal bureaucracy.
