What is not being addressed here is this is just a committee.

There are 4 No votes in a committee. How many will there be in the whole caucus?

There are 220 Republicans in the Senate. 435 seats. 218 is the majority. But there are 2 vacant seats, both Democrats, both recently died with Special Elections put off to much later this year, one in Texas and one Arizona. I think that means the Dems only have 213 votes. So the breaking point will be 4 votes. If 4 votes said no of the GOP that is 216 votes, and those 4 add to the Dem total and thus 217.

There are ALREADY 4 No’s. Just in the committee. Dem Yes’s? None known so far.

Those two deaths among the Dem caucus may be all that can let this proceed, and the real budget comes up in Sept with one of those seat filled by then (the other late Nov).
