This was not botched. With a rifle stading close, the only way one misses the heart and hits the liver is if one is aiming for the liver.

This was payback.

IMO ANYONE that Kills (aside from true SELF DEFENSE or Saving another person) should suffer. It will give the SCUMBAG KILLER a small taste of what they did to someone. We don't need to put them in jail and spend untold money to feed/house/provide medical care.

My opinion - more like a guess - is that the shooters were very proficient and
gave the cop killer an extra minute of life intentionally.
