It was taken from a dialogue in the movie, "Fast Times at Ridgemont High." The character was Jeff Spicoli, played by Sean Penn (before politics crept into every little thing.) FTARH was a coming-of-age classic from the early 1980s.
I'm not sure if younger generations looked on that movie the same way mine did, but I have much respect for anyone who makes obscure movie quotes using a film like that one.
Spicoli didn't say his dad was a body shop repairman; he was a T repairman, with "an ultimate set of tools," at least from what I recall.

If the Safety Nazi's mantra of "Speed Kills" were true, not a single astronaut would have got back from the moon alive. And driving needlessly slow wastes more human lives in lost productivity than driving at sensible speeds takes in accidents.
