Yes, that's what I said. One will lose waistline fat, but build muscle tissue which weighs more than fat. Thus one's "shape" will improve but it's possible for the weight to remain the same.
However in exceptional cases of obesity, it would be reasonable to expect a change at the scales as one's waistline decreases.
Each case is different.
