Do teams still have personal seat licenses for new stadiums? I recall hearing how teams could bypass public funding for a stadium, if they could sell enough season tickets along with mandatory personal seat license payments.

I have not kept up with that subject, to know how that ever worked out for teams which used seat licenses.
