Why the hell are they using trucks to move coal from open pit mines? That is a job for trains or water when appropriate. Using trucks, especially with high fuel prices, drives up the cost of electricity. When fuel supplies are questionable, it creates a high risk for a cascading power failure. No fuel to run the trucks that haul the coal that generates the electricity that pumps the fuel when it is available again.
If this continues, the CCP's worse fear will likely come to pass, large numbers of unhappy people will decide to go on long walks together. Instead of stopping them, the army will likely offer transportation and cordless hole punching devices.
