This whole kerfuffle makes me think that Congress should take seriously its power to legislate “in all cases whatsoever” for the District of Columbia.
In furtherance of this goal, the unconstitutional “DC government” should be abolished. There is no reason to have Federal District and Circuit courts for DC, and they should be abolished as well - the only issues arising out of the activities of the Congress and Executive that require adjudication WITHIN the District are Constitutional or separation of powers issues, and the Supreme Court should take original jurisdiction.
There should be criminal and civil courts to govern residents of the District, at least until as part of Congress’s “all cases whatsoever” power the status of “resident of DC/citizen of DC” is abolished and all persons domiciled inside the ten mile square are assigned citizen status in Maryland or Virginia
