First, the above needs to be changed.
The children of illegals have a right to be educated in their own home countries. They do not have a right to be educated in the US. Home counties should be charged for the full costs involved in schooling these childfen until they and their parents can be deported.
I believe this policy played a crucial role in the demographic and political change in California. Men had come to work illegally in the US for decades, but the families stayed behind. Once it was known that the kids could enroll - unchallenged - in California schools, the invasion was on. The teachers (and their unions) went along with it because the native school aged population was declining; schools were closing and teachers were losing jobs. ANY kid in a seat was money, even if they spoke no English and had little hope of doing grade level schoolwork.
