Well, there are levels of issues and punishment here.

If they truly were doing fraudlent things that’s potential criminal prosecution...

HOwever failing to have your bylaws in order, or keep notes of your meetings, etc.. those usually are fines etc.. not jail time. IE, no bylaws or failing to follow them, can be loss of tax exempt status for a non profit.. and can open up the individuals that are part of the organization for personal liability.

Its hard to think “fraud” when you hear about stuff like that, because, not having such things actually makes it EASIER to go after individuals for issue. So if someone is actively trying to be nefarious they are going to make sure they have those things in order, so they have a level of protection... government would have to PROVE they weren’t acting properly first, before they could pierce the veil that the bylaws/articles of incorporation provide etc.

So if this was an attempt at flagrant graft, which it may be, but if it was, it was beyond clumsy. I mean things like no meeting nots, no by laws, no filings, etc those are like 101 level things..
